Anti-Trump Democrat gets hit with serious indictment: Unpacking the details
By Easton Martin
Virginia State Sen. L. Louise Lucas, one of the state’s most powerful Democrats and a vocal opponent of President Trump, was indicted Thursday on federal charges involving an alleged marijuana trafficking operation, money laundering, and fraud. The 82-year-old lawmaker serves as president pro tempore of the Virginia Senate and chairs the powerful Senate Finance and Appropriations Committee. Federal prosecutors allege she used her political influence to protect a criminal enterprise involving family members and business associates.
The eight-count indictment names seven defendants and describes an alleged criminal operation that generated approximately $4.5 million over five years. According to the Justice Department, Lucas allegedly helped arrange the acquisition and distribution of at least 100 kilograms of marijuana while overseeing the laundering of proceeds. Prosecutors also allege that she used her legislative position to protect the operation from scrutiny and influence decisions that could benefit its financial interests.
The allegations extend beyond drug distribution. Prosecutors claim Lucas paid $750,000 in 2022 for a full stake in a business connected to an anticipated recreational marijuana license. They further allege that she failed to disclose the financial interest on required state ethics forms and discussed a business associate’s licensing prospects with government officials. The indictment also includes allegations involving bribery and honest services fraud.
Lucas’s business dealings with relatives also feature prominently in the case. She and her daughter, Lisa Lucas-Burke, opened The Cannabis Outlet in Portsmouth in 2021, while another daughter and a grandson allegedly helped acquire marijuana and oversee its distribution. Federal agents searched the business and The CBD Shoppe in May, recovering marijuana and firearms, according to the Justice Department.
The charges arrive amid Lucas’s outspoken opposition to President Trump and her involvement in Virginia Democrats’ recent redistricting efforts.
