The possible effects of a looming Government shutdown
Editorial | By Easton Martin | September 30, 2025
With the federal government facing a shutdown tonight at midnight, eyes are locked on the Democratic playbook. Senate Democrats and House progressives are demanding the reversal of Medicaid cuts, expanded healthcare subsidies, and changes to the Affordable Care Act as conditions for supporting any continuing resolution.
The impasse centers on Democrats’ insistence that Republicans accommodate their $1.5 trillion wish list or risk a government shutdown. Republicans, in turn, are pushing a clean funding bill through November 21 that excludes those healthcare expansions.
The Trump administration has responded with pointed messaging. The Department of Housing and Urban Development overtly blamed the radical left for pushing the country to the brink unless their demands are met. Meanwhile, the White House’s Office of Management and Budget instructed agencies to prepare for permanent layoffs and not just furloughs if the shutdown occurs.
If this shutdown hits, the consequences would be severe. An estimated 750,000 federal workers could be furloughed daily, costing the economy $400 million per day. Critical public health operations would be curtailed, with 41 percent of HHS staff potentially furloughed, and the NIH and CDC would see significant cuts to research and oversight activities.
As the clock ticks down, the standoff is clear. Democrats are using the shutdown threat to force Republicans to accept sweeping healthcare demands. Whether that gambit succeeds or backfires will define political dynamics going into 2026.
